Sukkur: A divisional bench of the Sindh High Court, Sukkur Bench, heard a constitutional petition challenging the decision to hand over the management of RHCs and Health Facilitation Centers in Sindh to PPHI. The bench comprised Justice Arbab Ali Hakro and Justice Usman Ali Hadi.
The constitutional petition was filed by social activist Abuzar Ghafari through renowned Supreme Court lawyer Advocate Shabbir Shar, challenging the Sindh government’s decision to transfer the management of basic health centers to the private organization PPHI.
During the hearing, written responses were submitted to the court by PPHI Chief Executive Officer Javed Ali Jagirani and the Director General Health Services Sindh.
The court directed PPHI CEO Javed Ali Jagirani to appear in person at the next hearing, and also ordered relevant officials to remain present before the court.
The petitioner, Abuzar Ghafari, argued that basic healthcare facilities are a fundamental right of the public, and therefore instead of handing over public health centers to a private entity, the administrative and technical capacity of the Health Department should be improved so that citizens can receive effective, transparent, and quality medical services.
The court adjourned further proceedings until September 1, 2026. The personal appearance of the PPHI CEO and the stance presented before the court will be of key importance in the next hearing.
